Salem chairman seeking contracts for department superintendents

Salem Chairman Linda Valentine is seeking to have the town enter into employment contracts with the top superintendents of town departments.

Contracts would be a matter of fairness, Valentine said, for the superintendents because many were hired before the town administrator was hired. When hired, they reported to the Town Board. Now the town administrator can hire or fire the superintendents.

“We changed the rules,” Valentine said.

Her main concern is that the superintendents have some kind of defined recourse in the case of disputes with the administrator. In the past, she said, that was served by answering to the whole board.

Current town administrator Patrick Casey said he did not think contracts for department superintendents were needed.

“If you want my opinion, I don’t think they’re necessary,” Casey said.

Supervisor Joseph Meier also said he did not see the need for the contracts.

“I’m against it because I think that should be his,” Meier said motioning to Casey. “We don’t want to micromanage.”

During discussion of the topic, it came out that the town may have a policy in place that provides some recourse to the department supervisors. Supervisor Jo Weidman suggested the board review that policy before making a decision.

Valentine moved the matter to next month’s agenda so  board members could give the policy review.

    OMG When are the people going wake up in this town!!!!! No one person should have so much power over anyone NO ONE I hope our board members wake up.. Seem to me Pat Casey has way to much power in OUR town now. If our board members give this power to him what do we need board members for. Come on board members if you dont want do nothing get off the board Let someone who will do the job!!
    Think about it people Mr Casey dont live in wis the discusion he makes for us DONT AFFECT HIM IN ANY WAY. He can move on to another town. Can you trust someone that much ???Who hasent proven his self to us yet. He may very well in the end being a good admin but he needs to prove himself to us 1st
    I beg the board to really think long and hard before they give away this town.

    OMG is right! There you go again not telling the truth again as usual. If you had done your homework you would know this wasn’t something that Casey is doing. It says right in the article that it’s Valenitne who wants the contracts. Citizens need to ask themselves how much more money are these contracts going to cost the town.

    JC, I seem to recall you may have been one of the people who griped about the costs of Casey’s contract. Now Valentine is doing this and you blame Casey. You need to be asking Valentine questions about these contracts.

    You’re right, no one person should have so much power, NO ONE. This includes Linda Valentine. She is the one requesting this, as the article states, not Casey. I just hope citizens DO finally wake up and look to see what the truth really is.

    I don’t know you, but you are constantly spewing about board members, the administrator, and other people. I have never is my life seen so much negativity and nastiness. It is the entire town board who make the final decisions, not an administrator. He can’t make those decisions on his own.

    It is Linda Valentine who is trying to spend money, not the administrator. Who do you think is pushing for the Town of Salem to become a village? Who is pusing for the Town of Salem to contract with the Sheriff? Now she thinks employees should have contracts. Again, how much money do you suppose any of those things is going to cost the town or have you even researched it? She supported the highway building and spent MY hard earned money approving it. I also read the minutes from when they were first comtemplating that building. If you had read those minutes, you would know it was her, as a citizen, who wanted a Taj Majal. She was quoted in the minutes. Now we are getting it. I am a tax payer also. My hard earned money is being spent too.

    I have read all the things that you whine about, all the nasty things that JC has has written here, on KN, and on MSB about other people, so don’t whine to me about attacking you. There was only one question in your post above and that was can people trust HIM. You are attacking the board members who supposedly don’t work and the administrator. By the way, having someone who doesn’t live in our community can work both ways. He can look at our town objectively and through different eyes, rather than depending on board members who have their own personal agendas. There are a couple of board members who only want what they want and not what is in the best interests of the voters or town as a whole. Hopefully those people will be voted out of office. In the mean time, do something constructive in your life instead of always tearing down.

    Has anyone called the clerks at the Village of Paddock Lake and the Town of Bristol to see what the total costs are they each pay for: the sheriff deputy, car, fuel, administrative costs, ect? I heard from a Bristol farmer, that the Town of Bristol pays something like $83,000 per year, but I do not know what all else is included for that amount.

    Also, has anyone asked the newly former Village of Bristol what the total cost was for them to draw up their new boundaries, have it heard by the court, reviewed by the Wisconsin Department of Administration, hold the referendum, and more recently the additional litigation costs to that new village over the scabble with neighboring Pollution Prairie & Uline?

    I do try to do things constructive for my town. I also have a right to voice my opinion on who or what ever I want.
    This town voted Linda in because we are tired of so much crap that has gone on in past so I am not the only person here who feels we need changes. So much of what is being spent and done was done long before valentine got into office. And we can say for the 1st time since she been there we now have a way of knowing whats going on here. She has made herself avalible to answer questions and concerns. How many people have tried to get information in the past and got no where. That was something she pushed for. You blame Valentine alone for the combo building but the truth is ALL THE BOARD MEMBERS VOTES FOR IT ALL NOT JUST LINDA. I feel this is something we as town should have voted on. Something I didn’t agree on. Not during these times. You question me about how I feel about our admin. WERE YOU AT THE BUDGET MEETING WHEN HE MADE A HUGE MISTAKE ON THE BUDGET? WERE YOU THERE TO SEE HOW HE TOOK AWAY OUR FIRE DEPT MONEY AND PUT IT IN GENERAL FUNDS? DID You hear our admin make threats to the fire chief’s contract? I DID. Our fire dept saved and saved to be able to buy equipment in the furture. They made choices to do without things to be able to put that money away, they held benifits to raise money but because the admin needed to come up with ways to balance the budget he took from them. He took from the highway dept. Had it not been for the few of us WHO DID question him, we would have had a larger budget AND MORE TAXES. As to the increased Sheriff patrols. If you were at some of the meetings when it was brought up, the people at the meeting asked for this. Pat Casey was to look into HOW MUCH EXTRA it would cost the taxpayers. This started last year. Has he found out and got that information to us, NO. A lot of questions asked of the admin have been answered by his “I will get back to you”. And he never does. Has he done such a great job that he deserved his RAISE? Pay close attention, there are some board members who want the admin to make all the discussions because they don’t make the time to read their information packages before the meetings. GOOD EXAMPLE how many meeting or workshops has Pat O’Connell NOT attended? What kind of board member is he?
    This is the last time I will give you any of my time to explain myself, don’t you assume to know who or what I am about. MAYBE YOU SHOULD BE A STAND UP PERSON AND STOP HIDING BEHIND YOUR ALIAS. Are you a coward? Look in the mirror when you complain about the so called NASTINESS, reread some of your comments you have posted. A REASON SOME PEOPLE WONT SPEAK OUT because of people like you… Did you attend last weeks meeting to see exactly what and who said what in reguards to the contract issue?
